Expressions of Interest for experienced domestic and international MMC operators to partner with the New South Wales (NSW) Government to establish or expand an Advanced Manufacturing Facility in NSW.
Under the Modern Methods of Construction Industry Expansion Program (MMCIEP or Program) the NSW Government is looking to partner with industry to support one or more Respondents with one or more of the following: • Establish an Advanced Manufacturing Facility (AMF) in NSW, Australia. • Scale up an existing AMF or MMC process in NSW. • Support existing traditional build industry participants to incorporate, or transition to, the use of advanced manufacturing techniques that will facilitate the adoption of MMC across the NSW construction industry. • Otherwise participate in the Program in a way that supports the Program Objectives. The Program will support the residential construction sector seeking to: • Scale-up manufacturing and prefabrication capabilities in NSW. • Automate key elements of the construction process. • Embrace sustainable construction methods. • Reduce build times. • Progressively reduce built form unit cost. • Improve product quality, reducing defects in built form. • Strengthen NSW’s construction and manufacturing resilience. • Expand NSW’s advanced manufacturing capacity.

The Program will play a key role in enabling productivity improvements to be implemented for the housing sector, its workforce and improve adoption of AMF techniques to speed up housing delivery and build a more resilient approach to delivering homes. A key focus will be the ability to deliver medium density homes. Consideration will be given to proposals which utilise NSW Government Pattern Book and Systems 600 principles designs–creating a faster, more consistent pathway to get homes built. Successful respondents could also support supply of other built forms, including schools and hospitals. A two-stage selection process will run from July 2026 to December 2026 to select one or more Respondents to partner with the NSW Government to establish or expand an AMF presence focused on housing construction in NSW.
Expression of Interest The purpose of the Expressions of Interest (EOI) stage is to identify suitable Respondent(s) who meet the EOI evaluation criteria to be shortlisted for progression to a Request for Proposals (RFP) stage. Modern Methods of Construction Industry Expansion Program The NSW Government is working to expand the use, build capabilities and capacities of MMC across NSW, embracing innovative construction techniques such as prefabrication, kit-of-parts approaches, and modular construction primarily to help meet the state’s housing supply need as well as supporting other non-residential built form including schools and hospitals. The Program is targeting five MMC categories aligned to off-site and near site pre-manufacturing, being:
NSW Government Support The extent of Government support sought by a Respondent should be clearly identified and justified in its EOI Response, having regard to the nature of the proposal, the level of need demonstrated, alignment with the Program Objectives and value for money. Indicative forms of Government support may include: • Financial grants
• Equity investment • Concessional loans
• 3D primary structural systems • 2D primary structural systems
• In-kind support (training, industry development, etc.) • Government-owned land subject to concessional tenure arrangements The forms of support listed above are examples only and do not limit alternate support models that may be proposed by Respondents. We encourage Respondents to provide detailed information on the level of support, if outside the examples above. Respondents should demonstrate strong alignment with the NSW Government’s Program Objectives, have the requisite capability, capacity and financial strength to successfully deliver and operate the AMF (supported by a clear commercial approach and effective risk management practices) and be able to illustrate an overall value for money proposition to NSW Government.

The NSW Government is seeking to unlock MMC potential within NSW and is inviting market-led proposals on the form and extent of support required for eligible proposals. The objective of this market engagement process is to identify a highly capable operator(s) or consortia with proven MMC capability and credibility to establish or expand one or more AMFs in NSW. The NSW Government is interested in engaging with established and proven domestic and global participants and operators.
Financial support offered by Government will generally be expected to be matched by the
successful Respondent on at least a AUD$1 for AUD$1 basis, with more favourable consideration given to proposals offering higher multiples of co-investment.

MMC in a NSW context
Reduce construction times, ease cost pressures and build supply chain resilience.
NSW is the nation’s most populated state with over 8 million residents, and is projected to reach more than 10 million in the next 15 years. As a result, the state has the highest level of demand- driven residential building activity in Australia. To date, the construction and manufacturing sector has been unable to meet this high demand. In 2025, around 44,900 new dwellings were completed in NSW. Nationally, Australia continues to maintain a substantial pipeline of homes under construction, reflecting ongoing supply growth, although completions remain below required levels. Under the National Housing Accord NSW has committed to delivering 377,000 new homes by 2029.
Building enough homes to meet the state’s growing demand remains a key government priority. The NSW Government is meeting this challenge through a bold and innovative housing agenda that is unlocking opportunities for new housing delivery while improving efficiency across the system. The Government’s housing agenda includes major planning reforms, such as the establishment of the Housing Delivery Authority, the low and mid-rise Pattern Book designs and associated accelerated planning pathway, and the ongoing Property Audit program, which is unlocking surplus and underutilised government-owned land. Long-term barriers to construction are also being directly addressed with a world-leading Pre-sale Finance Guarantee for developers, helping projects move from planning to construction phases sooner.

Innovation Network Grants Program, supporting both established manufacturers and SMEs to adopt, test and collaborate on MMC, digital tools and new building materials. The Housing Innovation in Construction Fund will provide grants of between $20,000 and $150,000 to support commercially established manufacturers to assess and adapt MMC for use in mid and high‑rise housing. The Housing Innovation Network Grants Program will deliver grants of up to $250,000 to help small-to- medium enterprises learn more about the MMC sector as well as collaborate and pilot innovative housing products like digital tools, building materials and service innovations. Whilst these initiatives are separate to Modern Methods of Construction Industry Expansion Program, they demonstrate the NSW Government commitment to helping to grow a strong and sustainable MMC industry in the state. Backed by the $6.6 billion Building Homes for NSW program, these initiatives are helping to deliver 8,400 new social homes and more than 21,000 affordable and market homes by 2029, supporting faster, smarter, and more sustainable housing delivery across the state. Investment in the MMC Industry Expansion Program will further strengthen housing delivery in NSW by reducing supply chain constraints, lowering costs over time, and decreasing reliance on interstate and international products. This is supported by landmark reforms under the Building (Approvals and Practitioners) Bill 2026, which establishes a comprehensive regulatory framework for prefabricated construction, positioning NSW as the first jurisdiction to formally recognise MMC in legislation. These initiatives are all aligned with the National Housing Accord and Federal government initiatives such as Building 4.0 CRC. Other Government Initiatives In addition to the Modern Methods of Construction Industry Expansion Program, the NSW Government has a number of separate initiatives. The NSW Government is investing $32.3 million over four years to modernise the building approvals system, integrate it into the NSW Planning Portal, and pilot AI tools to speed up licence processing. This includes $1.6 million to establish a new regulatory framework and national certification system for MMC. Government is also launching the $4 million Housing Innovation in Construction Fund and Housing

diverse range of residential and non-residential built form that meets government and private sector needs, with a particular focus on medium and high- density residential product and consideration given to NSW Government’s existing housing programs including the NSW Government Architect Pattern Book designs and Systems 600 principles.
NSW by building advanced manufacturing capability, creating local jobs, and strengthening the resilience of the housing economy and its supply chain.
Establish or Expand an Advanced Manufacturing Facility Establish or scale existing advanced manufacturing production, capabilities, or facility/facilities which operates using MMC processes, systems and technology that is financially viable.
Select Capable Proponent(s) for Timely Delivery and Operation
Establish an Appropriate Transaction Structure Establish a transaction structure and risk allocation that appropriately balances roles and responsibilities between the proponent and the Government.
Select a proponent(s) with the capability, capacity and credibility to accelerate the development and/or establishment of an AMF within a 3-year period so that production commences within a reasonable timeframe.

Evaluation criteria
The Evaluation Panel will evaluate and assess EOI Responses against the following criteria:
Returnable Schedule 3 -Value for Money Outlines the required Government support and demonstrates the direct and indirect financial impacts, and the broader economic benefits for NSW. Returnable Schedule 4 - Operational Capability and Capacity Proven experience, capability and operational readiness to establish and operate the facility. Returnable Schedule 5 - Financial Capacity Strong financial position with sufficient capital, funding structure and ability to deliver and sustain operations. Returnable Schedule 6 - Commercial Framework and Risk Outlines commercial approach that addresses risk allocation, mitigants of regulatory and non-regulatory challenges, and production strategy.
Returnable Schedules 2 to 7 Counterparty risk considerations and whether transacting with the Respondent will cause reputational risk or damage to the NSW Government. Returnable Schedule 2 - Alignment to Program Objectives Demonstrates alignment to Government’s objectives for the MMCIEP and outlines how the proposal delivers financial and non-financial outcomes.
