Modern Methods of Construction Industry Expansion Program The NSW Government is working to expand the use, build capabilities and capacities of MMC across NSW, embracing innovative construction techniques such as prefabrication, kit-of-parts approaches, and modular construction primarily to help meet the state’s housing supply need as well as supporting other non-residential built form including schools and hospitals. The Program is targeting five MMC categories aligned to off-site and near site pre-manufacturing, being:
NSW Government Support The extent of Government support sought by a Respondent should be clearly identified and justified in its EOI Response, having regard to the nature of the proposal, the level of need demonstrated, alignment with the Program Objectives and value for money. Indicative forms of Government support may include: • Financial grants
• Equity investment • Concessional loans
• 3D primary structural systems • 2D primary structural systems
• In-kind support (training, industry development, etc.) • Government-owned land subject to concessional tenure arrangements The forms of support listed above are examples only and do not limit alternate support models that may be proposed by Respondents. We encourage Respondents to provide detailed information on the level of support, if outside the examples above. Respondents should demonstrate strong alignment with the NSW Government’s Program Objectives, have the requisite capability, capacity and financial strength to successfully deliver and operate the AMF (supported by a clear commercial approach and effective risk management practices) and be able to illustrate an overall value for money proposition to NSW Government.

The NSW Government is seeking to unlock MMC potential within NSW and is inviting market-led proposals on the form and extent of support required for eligible proposals. The objective of this market engagement process is to identify a highly capable operator(s) or consortia with proven MMC capability and credibility to establish or expand one or more AMFs in NSW. The NSW Government is interested in engaging with established and proven domestic and global participants and operators.
Financial support offered by Government will generally be expected to be matched by the
successful Respondent on at least a AUD$1 for AUD$1 basis, with more favourable consideration given to proposals offering higher multiples of co-investment.
