Innovation Network Grants Program, supporting both established manufacturers and SMEs to adopt, test and collaborate on MMC, digital tools and new building materials. The Housing Innovation in Construction Fund will provide grants of between $20,000 and $150,000 to support commercially established manufacturers to assess and adapt MMC for use in mid and high‑rise housing. The Housing Innovation Network Grants Program will deliver grants of up to $250,000 to help small-to- medium enterprises learn more about the MMC sector as well as collaborate and pilot innovative housing products like digital tools, building materials and service innovations. Whilst these initiatives are separate to Modern Methods of Construction Industry Expansion Program, they demonstrate the NSW Government commitment to helping to grow a strong and sustainable MMC industry in the state. Backed by the $6.6 billion Building Homes for NSW program, these initiatives are helping to deliver 8,400 new social homes and more than 21,000 affordable and market homes by 2029, supporting faster, smarter, and more sustainable housing delivery across the state. Investment in the MMC Industry Expansion Program will further strengthen housing delivery in NSW by reducing supply chain constraints, lowering costs over time, and decreasing reliance on interstate and international products. This is supported by landmark reforms under the Building (Approvals and Practitioners) Bill 2026, which establishes a comprehensive regulatory framework for prefabricated construction, positioning NSW as the first jurisdiction to formally recognise MMC in legislation. These initiatives are all aligned with the National Housing Accord and Federal government initiatives such as Building 4.0 CRC. Other Government Initiatives In addition to the Modern Methods of Construction Industry Expansion Program, the NSW Government has a number of separate initiatives. The NSW Government is investing $32.3 million over four years to modernise the building approvals system, integrate it into the NSW Planning Portal, and pilot AI tools to speed up licence processing. This includes $1.6 million to establish a new regulatory framework and national certification system for MMC.
